PMO Manager

Location: Washington, DC
Analytica is currently seeking a Program Management Office (PMO) Manager to lead the monitoring, auditing and continual improvement of project / program / portfolio delivery, metrics, and infrastructure.  This role will be responsible for partnering with project managers and program managers across Federal Government IT and Consulting projects to ensure consistent, high quality delivery that meets standards and metrics set by the organization (financial, performance, satisfaction, etc), customers (QASPs,etc), and industry standards (CMMI, ISO, ITL, etc). The PMO Manager will work out of Analytica's Washington, DC headquarters office. 

Primary Responsibilities Include (But Are Not Necessarily Limited To):
  • Organizational Evangelist for Project Delivery using Agile, SCRUM, Agile SAFe and similar approaches for rapid project execution and delivery. Defines, manages, and directs the daily execution of the PMO work effort
  • Oversees and leads weekly project delivery status meetings and quarterly project audits
  • Partners with division project managers to identify, monitor, and mitigate project risks
  • Oversees and leads organization, customization,  reporting design and infrastructure for Atlassian JIRA, Confluence, and SharePoint
  • Partners with division project managers, divisions leadership, and human resources to understand and determine project resource requirements, planning, gaps and capacity planning
  • Regularly evaluates and implements opportunities to improve project management and delivery best practices, incorporating CMMI, ISO, ITIL, PMBOK, Agile and Agile SAFe practices when applicable
  • Provides ongoing training, coaching and mentoring to project management personnel and assists with developing and refining standard organizational best practices
  • Perform other related duties as assigned

Knowledge, skills and experience
  • Bachelor’s or master’s degree in computer science, information systems, business administration or related filed
  • 6+ years of experience in IT or business/industry; 3+ years of project management experience
  • Experience with multiple project management methodologies with a strong focus around Agile or Agile SAFe
  • Program management skills and experience, plus significant knowledge of Agile project planning tools (Atlassian JIRA, Confluence as well as traditional project tools such as Microsoft Project and SharePoint)
  • Leadership skills with the ability to develop the PMO vision and execution strategy, with the demonstrated ability to collaborate, inspire and motivate project delivery staff and personnel that are not direct reports
  • Excellent presentation, verbal, and written communication skills, including the ability to explain project management, IT risks or issues, and leading training classes to PMO staff
  • Self-Motivated, proactive and strong Attention to Detail
  • PMP Certification or CSM, Agile SAFe® 4 Agilist (SA) or SPC or SSM Certification desired
  • Experience working on a project that has undergone CMMI-Dev uudit and accreditation a strong plus
  • Candidates with experience in DevOps environment and understanding of leveraging open source tools for development and project management (Docker, Jenkins, CloudBees, Git, Puppet, etc) a plus
